Planning Policy Statement 3 (PPS3) states that “it is a key housing policy goal is to ensure that everyone has the opportunity of living in a decent home, which they can afford, in a community where they want to live.”

Nine out of ten people living in the countryside say they would prefer to stay there, whereas half those living in urban areas say they want to move to the countryside.

The average wage in the most rural areas is just £20,289 compared to £27,487 in urban areas. This destructive combination of high cost homes and low rural wages is putting rural housing out of the reach of many who work in the countryside.



WHY REVITALISE HOMES?

• Rural communities are losing their local services, shops, pubs, schools, churches and bus routes.
• 11,000 rural affordable homes are needed every year; currently less than 2,000 are being completed.
• Large scale migration to rural areas has increased the rural population by 800,000 over the past ten years.
• The Office of National Statistics predicts the rural population will increase by 16 per cent by 2028 compared to 9 per cent in urban areas.
• In 2007 the cost of an average family home was over £8,000 more expensive in rural areas compared to urban areas, and first time buyer homes were £16,000 dearer.

Because the price of a village home is beyond the reach of first-time buyers, young professionals and young families who are often the children of the existing residents are themselves unable to afford to move back in to the community that they grew up in. By bringing the younger generations back in to the village via high quality Intermediate housing Revitalise Homes will help rejuvenate the community with a mix of age groups that will support the village school, the local shop, pub, church and buses.

Our model is based on our real desire to prevent our rural communities from dying out. We believe we can achieve this without recourse to Grant Funding enabling us to be flexible in the types of houses we provide and not be restricted to taking occupiers from social housing lists. It is estimated that 40% of the population needs Intermediate housing ; meaning that they are too well off to qualify for Social Housing but do not have sufficient resources to buy a full open market house.

Revitalise Homes houses are open market houses but will be sold as shared equity homes where the purchaser will buy up to 80% of the value of the home with the remainder being protected in perpetuity.Our homes are Stamp Duty Exempt.

The precise details are subject to the local authority’s agreement and will be agreed as part of the planning process. It is likely each scheme will be treated slightly differently.
